Oregon Upstream Design Pilots were invited to apply for a national conference focused on strengthening early childhood systems. Nine participants applied statewide, and five were selected, including one representative from Blue Mountain Early Learning Hub. On Wednesday November 5th, Marissa Loiland from our team, traveled to the Capitol Building to meet with legislative representatives and emphasize the importance of the first 1,000 days of life. We engaged in meaningful conversations with the Chief of Staff for Val Hoyle, Maxine Dexter, and Suzanne Bonamici.

The conference was hosted by Nurture Connection, the American Academy of Pediatrics, and Reach Out and Read (ROR). Key discussions centered on integrating ROR into health care systems, strengthening Early Relational Health (ERH), and addressing gaps in pediatric awareness of ERH. We explored the vital role of Community Health Workers in building trust and navigating social systems, while also acknowledging systemic challenges such as limited collaboration between medical professionals and social service agencies. Parent leaders were recognized as essential drivers of systems change, and workforce limitations were identified as a barrier to expanding ERH efforts.

Looking ahead, our goal is to deepen understanding and expand capacity to serve families across Oregon—particularly in Eastern Oregon. By refining design pilot efforts and building strong partnerships, we aim to transform systems that foster well-being and equity for children within the first 1000 days of life.
